it's a little man, 8,5cm in height
i ain' got an idea about the maker and origin...
not even an idea about the technique
looked a little like pate de verre
couldn't leave it behind because of the price of it.

It's cast glass (poured into a mould), and probably made in the last 30 years, but beyond that I've not a clue.

Alum Bay Glass, maybe, IoW. Saw some skulls made in a similar way a couple of years ago.
