German Modern Bulbous Green Glass Vase. Thoughts on Maker and Year Please

Had this given to me. The glass is odd. It looks cloudy but if you wipe it down with a damp rag it goes to clear green until it dries and then it's cloudy again.I'm curious to know about that as well as who made it and when. The only markings are a couple of stickers. One that says "Hand Made" and the other that says simply "Germany". Thanks a lot for any help.
