Little Figures Crown over N

I'm very confused about these. 
When I'm trying to find out who made them, I come across Capodimonte AND Germany; so how do I tell which it is? I always thought Capodimonte was bisque, these little figures glazed. Gosh - there's SO much to learn! Thank you. PS I have a couple of others which I've posted separately.

Bistoboy. I know - that's what I said in my first post - and that's why I'm confused because it could be Capo or something German.

I'd have said Rudolstadt Volkstedt, but this type of mark was used by a lot of German makers, it's hard to tell.
Also later on the molds and marks were re-used, so it makes it all the more difficult.

They're actually modelled quite nicely - a lot of detail.Not my cup of tea but somebody will love them I'm sure!
