I have two plates marked FAPC 9. I guess the PC is pottery company.
Decoration seems to be painted rather than glaze
They are quite old

Unidenitifed but owner believed it to be European. Looks late 19thC, and your plate is similar to Torquay ware from the late 19th-early 20thC
