I have two plates marked FAPC 9. I guess the PC is pottery company.
Decoration seems to be painted rather than glaze
They are quite old
Did you ever find out more?

Unidenitifed but owner believed it to be European. Looks late 19thC, and your plate is similar to Torquay ware from the late 19th-early 20thC

Could it be the Fredericksburgh Art Pottery Co. which was in Fredericksburgh, Ohio, USA?
