I'm not an expert but have made various attempts to ID oriental pottery before. I'm pretty sure if you rotate the base picture 90 degrees clockwise then what becomes the top 2 characters means "China". The bottom two characters are probably the area / factory, but I can't help there.

Yep, having just checked here: http://gotheborg.com/marks/index-china-marks.htm in CHINA (Zhong Guo Zhi Zao) section I think it may just say "China Made", in which case probably 1950's or so.
