No, wrong clays for Staffordshire or Devon slipware. I think its 60s or 70s at the earliest

Aha 😁 is there a hollow through the beak? If so, I feel it could still be a pie funnel/whistle. Or is it too large? This could be something! Fitzwilliam Museum worthy even Laughter

It's pretty large; it would be a big pie :) Maybe they started off as whistles or pie funnels and just became ornamental objects
