That looks like a proper antique there, could it be a very old piece of Staffordshire maybe!?

No, wrong clays for Staffordshire or Devon slipware. I think its 60s or 70s at the earliest

It's pretty large; it would be a big pie :) Maybe they started off as whistles or pie funnels and just became ornamental objects
