I was told it was for salt but there’s no hole in the top so I don’t know how it works

The hole in the bottom is for both filling and emptying the salt over the food. It is a very old style of cellar. It helped prevent the salt from getting damp because the hole is face down on the table. It's not as efficient as modern ones, with holes on top.
