Yes Charles Horner, Yes Chester assay/hallmark, but I cannot make out the date letter properly with my aging eyes, sorry.

Hatpins are one of those classic cases of things disappearing with fashion. Look at circa pre-1950 photos and everyone in wearing a hat, both men and women. Now, no one does!
