Marked 'No.7.C' ?

I thought this could be American.
It looked to me like Roseville style.. 4 years later I am none the wiser.. Bell Vase Daffodil Design. Marked: 'No.7.C' 1f615

The mark on the base, could possibly be 'No.' for 'number' or perhaps a date code.
I also wonder if the snake style 'S' painted in black is significant?

The decoration is incised.

I hope you enjoy seeing it, I like it very much...
Please help, I would love to get to the bottom of it.
