From the wooden stand I’d guess it was Chinese, mid-20thC, but not finding anything similar online. Only mark is a stamped ‘silver’ on the base. Turkish or Tibetan or Russian maybe?

I've asked elsewhere and the consensus is split between Russian and Chinese. Possibly c.1900 Chinese for the Western market
