Antique Painted Bone ( POW ) ?

This is a interesting one
First thought was maybe a antique copy of a painted Scrimshaw .. in a resin
But on inspection, and also how old the wooden plug is in the bottom, has posed more questions than answers.
The court yard scene looks french ?

On close inspection all the marks to base etc are from crude rubbing down ...

Any help would be appreciated
