Had this a while as I bought it in a lot, but no idea as to maker and wondering if anyone has any ideas?

No mark on base, but there is a raised seal type mark on the side. The vase itself is incised and painted with abstract motifs. It has to my (untrained) eye a bit of a rough and ready look which might suggest an amateur piece, but the sea/mark would seem to mitigate against that.
8.2 inches or just under 21 cm in height. Thanks!

I have a couple of pieces with this mark but it's still a mystery. Looks 70s in style, although it might be European
