The pictures are a bit inadequate to tell very much. Are you sure its salt glazed? You do not see that type of incised fish work on Salt glaze. Is the handle glued on?

I think it's from the French - Belgium - Germany area, although Portugal is also possible

I think you're probably right that its European - the fish by the handle is very french looking!
