Jasper ware , wedgwood ?

Hi all , I picked this up in a charity shop today the handle is clean off but it's so pretty , all the figures are clear but I'm not sure if it's wedgwood or if it's old , it does have some numbers on base , any help would be much appreciated it also has 4 holes around the rim ?

I it's not stamped Wedgwood then it might be by Dudson

Both Adams and Dudson produced a similar type of sprigged ware.
This will be probably early 20thC whoever made it.
The holes are for the fitting of an optional (usually pewter) hinged metal lid.
