VINTAGE WATERCOLOUR PAINTING BY STEPHEN SMITH WESTWARD HO DEVON

Hi - I have this charming little watercolour - looks to have some age and I think signed Stephen Smith - but this is quite a common name so hard to track down which one!  Its a scene from Westward Ho Devon.  Can anyone help me identify the specific artist or perhaps help with what is written after his name as this may give me some help - it looks perhaps like ix but not sure and cannot read the rest - any ideas please?
