Lustre dish with ladies bathing Empty Lustre dish with ladies bathing

Hello,
I wondered if anyone could identify the country, maker and the date this would have been made? It has a tiny gold 'ribbon' on the bottom of it and is impressed with the number 4801. I can't find anything myself. I thought it was of European origin.

I suspect it's early 20thC German/Austrian but I've not come across one of these before
