From that rim, it looks as though it should have a top. It would be useful if we could see the rest of the piece to make a judgement on style etc. But to be honest identifying an unmarked piece is extraordinarily difficult unless there are very strong stylistic trends. For a good deal of his career Chris Carter made stuff in the generally Leach school of Pottery, which is a very crowded field.

Your pot looks familiar but I don’t think it’s by Chris Carter. The close lines on the wire cut base are different from the wider lines on his bases that weren’t wiped. Most were wiped flat.
