Hi. I may be totally off here, but I am guessing that it is from the 1940s or 1950s due to the Fu Manchu mustache on one figure and the caricature nature of the figures.

Quite possibly Bretby, maybe "Carved Bamboo", but no pic in my book.
They did number designs like this, so this would be early 1890s.
There may have been a pair with complimentary designs - A and B.
