Interesting figure Empty Interesting figure

Can anyone help identify where this figure may be from and a possible age. Reminds me of British Staffordshire figures. I find it intriguing, some strange homes in the top and the base looks almost like it is a drip tray for liquid. Would love to know more about it. I'm assuming it's a spill vase, tapers went in the head that you used to light your pipe, perhaps burnt ones go by the feet. Looks old so I would guess1820, but is this English, no, Continental? ? Provincial?

Yes could well be a spill vase. It looks extremely old, certainly not English I don’t think. Many thanks for your input, interesting

Certainly has charm. Pity about the damage - perhaps Spain / Portugal?
