Puffing Billy is Newcastle built train from 1813, which is the oldest steam locomotive in existence.
A replica, was built in 1906 in a Royal Bavarian State Railways workshop, and can be found in the German Museum, Munich.
Perhaps there is a connection with some sort of giftware or anniversary ware sold by the Museum? Perhaps by a Bavarian maker?
What does the German inscription read?

There is a set of coasters with the same images listed as "2€ SET 6 Glas-Untersetzer Porzellan Keramik Erste Lokomotive Züge", but they dont know the maker either
