If the decoration is applied sprigging, rather than moulded it could be Wedgwood.
I'm seeing two little marks inside the footrim, maybe a W?

Dudson's and Adams, also did this type of ware.

Thanks for responding. I initially thought that it might be Wedgwood or Dudson but could not find any similar marks. I will investigate Adams as well.
