Not a mark I've come across before. It helps to have a photo of the base to check the clay colour but I'm guessing it's grey, which would point to a French origin.

Yes it is grey on the underside. I too was thinking foreign due to the nature of the vessel which I assume may have been made to dispense wine possibly.
I will do research and report back to the site.
