Looks late 19thc-early 20thC. From the clay and motifs I'd say one of the Torquay Pottery companies.

The foot rim is wrong for Torquay, similar to Bretby Cloisonne ware,
But wrong clay, I'm going for continental.

Tbh, my first impression from the gold and other decoration was Japanese, but the clay is wrong. Cant think of any Continental manufacturers using a red clay like that, but I'm sure there are some. If it had been a white clay I'd suggest Longwy.

Longwy is incised and enamelled, can't tell from the pix how this has been done,
not sure it's hand-painted.
