It says Painted by Leonard. I've seen something similar from New Zealand; I'll see if I can find it again

Possibly from South Africa. There are community projects set up to provide work for locals, making craft work for the tourist industry. Leonard would be the decorator of the project’s bought in commercially made china .

The bird looks like one of the American woodpeckers whose ranges include Mexiico, and the style of decoration reminds me of a lot of Mexican tourist-ware.
