Interesting dinner plate that probably had a lot of brothers and sisters smashed to bits at village fetes in the 60s and 70s. Obvious maker but anyone know who designed it?

Is it cold-painted, or properly glazed and fired?
It may just be a decorated blank.

Properly glazed. The decorated blank idea may be the one as is evinced by the glazed fingerprint at the edge. It must have taken a lot of time to produce something this hideous.
