European; I think Southern European but I can’t remember which country. Might even be somewhere like Tenerife. It’ll be a design that’s made in a particular region (such as Deruta ware made in Italy or Quimper in France). I don’t think the swirl on the base of the saucer is a mark; it’s just the way the potter has finished it off.
