It looks Indian to me. Middle Eastern wares tend to have prominently featured Islamic inscriptions on them, usually 'God is great' and 'There is but one God, Allah is his name' or variations thereof (and in Arabic, of course).

Going by the heavy, typically Victorian decoration it could be anywhere from mid-19th to early 20thC.

thanx again grumpy......! surprisingly, it's not that heavy o/a, as far as weight goes!; the heaviest is the elephant!.......and it works!

By 'heavy' I was referring to the amount of decoration covering every part of the main body. The Victorians seemed to think that a part of anything not decorated was just a waste of space, which is why so many pieces of earlier furniture and metalwares were ruined (or 'cobbled' as those politer than me say) in the Victorian period by any bugger with a set of chisels or metal punches.

Yours is right, please don't think I was suggesting it was a cobbled piece. The whistle is, as far as one can tell from photos, in original condition. The decoration is a bit too fussy for my taste (they could have stopped at the elephant for me) but it's an interesting bit of the social history of India under British rule.
The problem is with the once-beautifully simple pieces with minimal decoration being got at and made to look like your whistle.
