I believe that it is a local, to you, watercolour artist called William Fergie. He lived from 1893 until 1971 but does not appear to have gained any fame outside of the local area during his lifetime.

Yeah he’s local to me, he was a dockyard worker turned artist, there are collectors of his work which has sold between £80 & £800 GBP , I bought that at a Carboot for £5. 😉. Thank You for your input, appreciate it 😊
