All over silver lustre, i think i read somewhere that this is what's known as 'poor mans silver'. It will polish up with silver cleaner, although it takes a thin layer off each time. Which is probably why you can see the copper base colour coming through.

Probably 1910s rather than 1920s, There probably isn't a pattern name
as such, but the number on the base would be the pattern code - 4453.
