One of the 19thC Dresden factories copying Meissen imo. There’s one on Etsy listed as “1815 Rare Hand Painted Meissen Crossed Swords Quatrefoil Courting Couple Small Porcelain Bowl” but I’m not sure the mark is right in that either. it needs more research

Carl Teichert Meissen Stove & Porcelain Company had an impressed mark like this.
