As there are three different collars and the 'tool' ends do not look as though they match (are they marked with the same EPNS stamp?), it's possible that somebody had a box of bits, took a fancy to the handles and cobbled the set together.
Looking closer, the bottom fork is possibly the only piece that may be all original, as it's the only one that has the collar fitting properly to the handle. The other two collars are slightly too small (the silver one being the most obvious) and don't sit flush with the handles whereas the handle of the small fork, as far as these old eyes can tell, matches the collar perfectly.

Yes I was aware they were a mismatch, it was the hallmark on the knife cuff that I was interested in. But yes I agree probably a cobbled together set.
