Please can you help me with this figurine

I was given this figurine which I was told was Dresden, but I'm not sure. I was also told that the fact that the man had a green jacket was important but still dont know why. Can anyone assist please

The mark isn't an old mark from any of the factories in Dresden that I can find and the look of the mark and the date in blue suggest to me that it is a late reproduction of an earlier figure.
