I normally see 800 stamped on German and Italian silver, without seeing a closer view of the actual marks on this dish, I cannot help further with who made it, my eyes just cannot make them out.
Can you get a closer image of just the marks using the macro facility on your camera?
But it definitely has a German feel to me though, with the floral influence. Probably dates to around 1920's to 1950's

Using a magnifying stand I was able to take another picture , not sure if it helps ?
The makers (?) mark appears to be 3 letters (1st unreadable ) HS or H6
I had assumed with the hammered nature of the metalwork it wasn’t European , but what do I know, LOL.

Unofrtunately the letters and number do not help.
I have seen hand hammered silverware from various European countries, on German, Polish, Norwegian and Danish silver in particular.

I thought the mark wouldn’t help tbh.....
Never mind at least I know the likely origin of it!
Even though it was very tarnished and quite dirty I was surprised to have found it in a charity shop!
