the design looks Celtic but I don't know the maker

Could you try a pencil rubbing of the mark to try to make it a bit clearer? Or try a thin smear of marmite

You’re right! Good call. However, the label says the applied pewter decoration is by Joan Usher but the plate itself is stamped AS so the potter is still unknown.
