A long shot on this one. On top of his head. those look like flying goggles. In the 1930's and through WW2 Grumman ii the USA built an amphibious plane known as The Flying Duck. It was an ugly lucking thing, much loved and laughed at and appeared in cartoons and comic books.
This does have that sort of 30's look about it. A souvenir of the 'flying duck' plane?

It looks like Orville from the animated feature, The Rescuers which was released in 1977. UPDATE: Yes, this is a Walt Disney collectible bank of the Orville character. I found an identical ebay listing from 2012. The base on that one was marked Walt Disney Productions London. If you type "Orville Ceramic Rescuers" on Worthpoint you'll find the auction. I have a WP account, and it sold back in 2012 for $24.
