I don’t know if it’s 1896 or 1996. I’m guessing it’s the latter and by a hobby potter? Looks like an Art Deco design

That tube lined boarder looks very Charlotte Rhead crown ducal

I think it is the boarder is the same. Could be trial design or made for a retailer who didn't want the factory signature just a stock code.
