Mystery object Empty Mystery object

Came across this object and have absolutely no idea as to its use, not even after an Internet search.
5inches long with a scissor action.I think some of the needles (which have eyes for? thread) are missing.
Any ideas? Thanks

looks like the patent is in France or Belgium
