Any ideas please?

Appears to be hand drawn/painted/decorated but any ideas by whom please? Early 20th C maybe 1920s from the low, shallow shape. Arts and crafts in the scrolling trefoils. Perhaps a flaming offering to the gods. The colour on the soles of the feet may have been applied by finger. Decorative internal and external bands to the rim. No marks. Crazing consistent with date range above but who did it? Approx 10" diameter by 2.5" high. Any thoughts please? Thanks
