Doctor's Doll? Empty Doctor's Doll?

Hi - can anyone identify this?  Someone told me that it was a tool used by doctors to identify where a patient's ailment was!! Any ideas?

German, judging by the number on the back. May be just a doll. I think doctors dolls were made by the Japanese and Chinese but this is European
