No its not David Frith. Wrong mark, wrong clay, wrong everything.
The bottom curve stroke looks like a J. JD? JP?

The style and clay look more like Campden pottery.

Looks like David Frith's mark to me (albeit upsidedown). The Marks book says he did slipware with combed and feathered decoration from 63-75 before switching to stoneware and porcelain, so likely to be a 60s piece
