Early 20thC Watercolour. Where was this painted? Empty Early 20thC Watercolour. Where was this painted?

Any ideas where this would have been painted? Country? Unsigned watercolour on paper. Preliminary pencil sketching underneath the paint. Italian, maybe? I wondered if it could be Japanese, painted in the Western style for the Westen market. I've seen a similar one in the same dimensions attributed to 1920s Japan, but I don't know if they would have bothered with a pencil sketch first.
