Italian portrait on silk? Empty Italian portrait on silk?

Incomplete metal frame, stamped Made in Italy, holding a foam backed fabric (silk?) with pen and ink? portrait of a girl. I can't tell if the picture is an original or a print. I'm assuming it's a print.

looks printed on the last pic,lots of those 1960's large eyed children prints were on a textured board that looked similar
