i think the rose pattern is inspired by the Arts and crafts period,
look at Charles Rennie Mackintosh- rose of scotland

I was thinking Mackintosh too, but a lot of pieces with his designs have been produced in glass pewter and porcelain the past decade or so and I think this is one of those.
