JUst bought this as i could not work out what on earth its for.
Brass hinged ball type object with a small shovel on a chain.

I thought maybe a travelling candle/ burner maybe for incense but no holes  
ive no idea.,... i think antique.

I see what you mean, i could be but seems too large
Measuring 12cm across, the little spoon is almost 2cm across the flat end.
But maybe you are right, table snuffs were much bigger than the pocket type.
