Might be Langham Glass. They do paperweights with those sorts if bubbles.

Looks like a Langham style paperweight also, could be a Chinese paperweight

Doesn't look like Langham to me. Base and shape don't look right.

suspect so too, as is just too perfect to be blown... and the finishing on the base looks machine finish to me.... clever Chinese isn't it :)

It's not blown. You can't blow a solid paperweight (and most are solid). The bubbles are created by pricking the hot glass and introducing an air bubble. It is hand made though and the base will have been finished manually, but roughly, on a grinding machine. Take a look at this video
