Could very well be Bitossi. It's the right sort of grogged clay and hand-done decoration.

I haven't seen any bitossi like this , it looks and feels quite old , oh and it's empty as well Shock

It's got a plastic stopper, so probably a 60s piece which would be the right time frame.
