This lamp base is approx. 7" high.
Signed on base.

The fact it's signed & dated like that makes me think it's a bought in pot that someone has decorated as a hobby, or been allowed to decorate their own piece at one of the pottery factories. Maybe as a retirement or wedding present.

Naomi's correct in that it is a blank bought from a pottery and decorated at home.
