by the look of his signature and the poor glaze quality I am tempted to say it was made by a hobby potter

Why do you say poor quality? I thought it looked quite nice.

It's probably made local to you, so may be worth contacting your local County or State pottery association to see if thay have any members with the initials CB.

I think it was fired a little too hot and the glaze ran down from the rim

A lot of studio pottery has drips. From the blogs of studio potters like Michael Kline it seems they use wood-fired kilns which result in hot spots. The potting itself looks professional so the overheating may just be a consequence of it's place in the kiln.
