I think that it was made by Stuart Bell and/or his wife, who ran a pottery in Mere in Wiltshire from 1971 to 1981. Since then he seems to have been involved in training and education, currently near Perth in Scotland.

I think I recall the pottery in Mere (Wiltshire) back in the latter part of the 20th Century when I used to be down that neck of the woods more often.
