Made by a german company that does pretty much all sort of novelty lighters and ashtray... GES. GESCH F. S found couple of their item sold at ebay before :)

ges. gesch. means gesetzlich geschützt (protected by law)
it's german and unfortunately not that old as you think....
as far as i know these are typical 1950s items...
i don't know the manufacturer who marked with FS though

Loads of these novelty bronzes were sold in the 60-70s. I had one of these as a child.
